Interior Secretary Norton has called for development by December 2007 of addition guidelines for Colorado River management during low reservoir conditions.  In her taped comments presented at the Colorado River Users Association meeting she stated, “To me - basin-wide litigation would be an undesirable and unacceptable result of our collective failure to resolve the water management challenges we face… Whatever your position or perspective, one thing is clear: the ultimate choice between negotiation and litigation rests with this generation of water leaders."

 

Mark Limbaugh, Assistant Secretary of the Interior – Water and Science, spoke at the annual meeting of the Colorado River Water Users Association on December 16, 2005 and presented three key themes explaining why the development of additional management guidelines have a high priority and what is the Department of Interior’s plan to development those guidelines.
