With this latest special report, Fitch builds on its prior water and sewer retail medians by increasing the number of ratios reported to provide more information on sector financial performance, particularly as certain observed trends continue. The new financial ratios also attempt to provide timely information to the market on sector debt service coverage exposure without one-time connection fee revenues in light of weakness in certain parts of the U.S. housing market. For the most part, the key findings for 2008 mirror those from Fitch's 2007 median report. As is Fitch's practice, a more thorough discussion of sector trends, challenges, and key credit drivers will be published in Fitch's sector outlook report, which will be released in the second-quarter 2008.
