Gov. Rounds Announces More Than $15.2 Million for Environmental Projects

PIERRE, S.D. – Gov. Mike Rounds says the state Board of Water and Natural Resources has approved more than $15.2 million in grants and loans for drinking water, wastewater, storm water, solid waste, and recycling projects. The board met Thursday and Friday in Pierre.

“Making grant and loan funds available for these projects will result in better drinking water, other improved utility services for residents and enhanced protection of the environment,” the Governor said.

The $15,208,750 million total includes two State Water Resources Management System grants totaling $6.65 million; one Drinking Water State Revolving Fund Program loan for $2.2 million, with $500,000 of that in principal forgiveness; three Consolidated Water Facilities Construction Program grants and one grant amendment totaling $615,000; five Clean Water State Revolving Fund Program loans totaling $3.73 million, with $747,000 of that in principal forgiveness; and 10 Solid Waste Management Program grants totaling $2 million.

The State Water Resources Management System provides grants and loans for large water projects that have been authorized by the Legislature. The grant and loan funds come from dedicated water funding that is deposited in the state Water and Environment Fund. The Legislature appropriates Water and Environment Funds annually to individual State Water Resources Management System projects through the annual Governor’s Omnibus Water Funding Bill. The State Water Resource Management System awards go to:

  • Southern Black Hills Water, a $350,000 grant for construction of a regional water supply system
  • Lewis & Clark Regional Water System, $6.3 million grant for ongoing construction of the regional water supply system

The Drinking Water State Revolving Fund Program provides low-interest loans for public drinking water system projects. The Drinking Water State Revolving Fund Program loan award with principal forgiveness is to:

  • Clay Rural Water System, $2,208,000 loan for system improvements, with $500,000 of that in principal forgiveness

The Consolidated Water Facilities Construction Program provides grants and loans for water, wastewater, and watershed projects statewide. The Legislature appropriates dedicated water funds in the Water and Environment Fund annually to the program through the Governor’s Omnibus Water Funding Bill. The awards include:

  • Buffalo Gap, $15,000 grant for connection to Fall River Water User District
  • Oacoma, $200,000 grant for water storage
  • Parker, $300,000 grant for water storage
  • Viewfield Rural Water, $100,000 grant amendment, service-area expansion project

The Clean Water State Revolving Fund Program provides low-interest loans for wastewater and storm water projects. The Clean Water State Revolving Fund Program loans are to:

  • Brant Lake Sanitary District, $1.7 million loan for wastewater collection and treatment
  • Brookings, $665,000 loan for storm water management, with $66,500 of that in principal forgiveness
  • Groton, $322,000 loan for wastewater line replacement, with $80,500 of that in principal forgiveness
  • pencer, $230,156 loan for wastewater system improvements, with $100,000 of that in principal forgiveness
  • Watertown, $815,000 loan for a permeable parking lot, with $500,000 of that in principal forgiveness

The Solid Waste Management Program provides grants and loans for solid-waste disposal, recycling, and waste-tire projects. The Legislature appropriates Water and Environment Funds annually to the program through the Governor’s Omnibus Water Funding Bill. Solid Waste Management Program awards include:

  • Black Hills Habitat for Humanity, $163,261 grant for ReStore Construction Salvage Program
  • Brookings, $300,000 grant for a landfill trench
  • Minnehaha County, $88,695 grant for a rural subdivision cleanup project
  • South Dakota Solid Waste Management Association, $34,050 grant for manager of Landfill Operations training/certification course
  • South Dakota Department of Environment and Natural Resources, $500,000 grant for waste tire clean up
  • Sioux Falls, $345,000 grant for a household hazardous waste facility expansion
  • Sioux Falls Goodwill Industries, $7,000 grant for an industrial baler
  • Watertown, $349,350 grant for landfill disposal cell construction
  • Watertown School District, $28,738 grant for a high school paper recycling project
  • Yankton, $187,500 grant for a yard waste composting program
